Anna Munro was the secretary of the Scottish Council of the Women's Freedom League, which believed that women should have the right to vote. The League was created in 1907 after a split in the Women's Social and Political Union caused by concerns that its leaders Emmeline and Christabel Pankhurst had become dictatorial.

The Scottish Council of the Women's Freedom League was based at 30 Gordon Street and also ran a tearoom and bookshop at the Suffrage Centre, originally in Sauchiehall Street and later in St George's Road.
